To qualify for Operation TBI Freedom, an individual must be active duty military or a veteran who:
- Served in the Global War on Terror (GWOT) sometime between 2001-present
- Sustained a traumatic brain injury (does not need to be combat related)
- Is stationed or lives within the state of Colorado
